The overall management and maintenance plan for the marine environment of Taichung City at 110 year

Absrtact
Taichung City has a 41-kilometer-long coastline. Coastal types include mudflats, beaches, gravel beaches, estuaries, and mangroves. All types of coasts visible on the west coast of Taiwan are available. The marine biological resources in the waters under its jurisdiction are very rich and diverse, including Dajiaxikou. There are two sensitive areas beside the Qingshui Gaomei Wetland, and the Daduxikou Wildlife Reserve at the mouth of Dadu River. Therefore, once an accident or human negligence occurs, it is very easy to cause a major marine oil pollution incident, which will affect the ecological environment of the city's sea area. To this end, the Taichung City Environmental Protection Bureau handles the 110-year Taichung City Marine Environment Overall Management and Maintenance Plan (hereinafter referred to as this plan), hoping to improve the response functions of personnel through the implementation of this plan and take immediate response when water pollution incidents occur. Measures to minimize pollution. The summary of the implementation results of this year's plan is as follows: 1. Establish marine pollution response capabilities to enhance the professionalism of responders This project has initiated 5 water pollution emergency response operations this year. In addition, this year, we will handle 2 training sessions on response to marine or river water pollution incidents in Taichung City, implement training on contingency equipment for marine or river water pollution incidents in Taichung City, emergency response drills for water pollution incidents in Taichung City, and war chess in response to pollution incidents in environmentally sensitive areas in Taichung City. The deduction and the 110 annual contingency drill review meeting will each be held once. 2. Marine pollution monitoring and inspection control This plan has completed 84 port inspection operations this year and will go to the sea areas and ports within the jurisdiction of the city for sampling and testing once every quarter. The water quality of each port area and sea area still meets the Class B sea area standards. At the same time, the water quality of 4 recreational beaches is sampled and tested once a month. Except for the water quality classification of Turtle Shell Ecological Park, which is not suitable for hydrophilic activities, the rest of the points are all classified as good or ordinary water quality standards. In addition, the Taichung Port District performs port business audits For 60 times, one enterprise did not apply for the oil product transportation license in accordance with the Maritime Pollution Law. The industry has submitted an emergency response plan application after the inspection, and collected information on the implementation of green port measures at various ports within the city’s jurisdiction Consolidation includes the control of pollution sources in the port area, the promotion of the construction of shore-based collection facilities, the management of waste oil and sewage discharge from ships, and the recycling of discarded fishing nets and gears, and other related pollution reduction measures. This year, together with the contractors, we will conduct inspections of 30 sub-pollution hotspot businesses. During the inspection, we will also promote the amendments to the Water Pollution Prevention and Control Law together with the industry. At the same time, we will complete the inspections of permitted pollution sources approved by the Ocean Conservation Department of the Ocean Commission and on-site inspections. The marine license management companies in this city are in compliance with the license content specifications and have no pollution behavior. 3. Marine debris management and marine environmental education and publicity work This year, 8 sea-floating garbage cleaning activities were completed, a total of 406.1 kg of sea-floating garbage was removed, and 126 people were dispatched. And completed 4 recruitment and evaluation plan briefing sessions. This year, a total of 22 new environmental protection fleets and 30 submarine warfare officers will be added to the environmental protection fleet. In addition, the evaluation plan results will be announced and awards will be awarded. Conducted 5 marine environmental education and publicity activities for elementary and elementary school children, and publicized about 224 people. This year, a regular exhibition of marine waste recycling products was handled. There were 109 visitors. During the exhibition, marine waste product explanations and marine waste recycling activities were held. About 60 people participated in the city’s marine waste flow. Tracking, investigating the flow of marine waste recycling, purchasing 1,000 copies of environmental promotion materials, 500 copies of marine education promotion materials, and 30 copies of posters, for the Environmental Protection Agency to promote to the public during the event and send them to the public. People can work together to maintain the marine environment.
